In cooperation with the Council of Europe (CoE) and other national and international organisations, it develops resources, which will enable local communities to conceive, implement and manage their own cross-frontier projects in the field of culture and tourism.
ACTE also provides a platform for individuals to create their own international projects, based on ACTE principles: peer-to-peer cultural cooperation, sustainable local development and equity in cultural exchanges.

The first activity is training for local people, to enable them to provide an authentic, ecologically sound and high quality tourism experience.
ACTE helps set up local agencies, based on its own model, to: manage the cultural and local tourism environment; provide training and self-help skills; and develop networks, partnerships and business plans and resources.
The ACTE will set up exchange platforms of all types to enable individuals and communities to benefit from an international exchange of information, goods, services, skills, resources, and know-how.
ACTE will provide a platform for the diffusion of information on European and other funds and will, wherever possible, broker investment partnerships. Through its electronic network it will promotes inter-community, cross-frontier cooperation in the creation and sharing of resources.
ACTE began it work in the Council of Europe Kyiv Initiative (KI) Programme. It focused on wine culture and tourism in: Armenia, Azerbaijan, Georgia, Moldova, Serbia, Turkey and Ukraine. Over the course of time its partners in Spain, France and Switzerland have become more active. The ACTE is its membership.
